The sources, who declined to be named due to the sensitivity of the issue, said the talks between the two sides were at an early stage.

"There is no guarantee anything will be concluded," one of the sources said.

The two mutuals held talks in 2007 but ended discussions just a few months later after Royal Liver, which specializes in life assurance, said its interests would be better served with an independent strategy.

Royal Liver has since held tie-up talks with local rival Liverpool Victoria, which rebranded as LV=. The Sunday Times reported those negotiations, which have continued for several months, had recently broken down, prompting Royal Liver Chairman David Woods to seek a different buyer.

Both Royal Liver and Royal London declined to comment.
